Reports To:                  Chief Executive Officer

FLSA Status:                Exempt

Job Setting:                Remote/Home Office in the United States

ABPANC Mission:       Elevating perianesthesia nursing excellence, knowledge, and patient advocacy through certification.

ABPANC Vision:         Recognizing and respecting the unequaled excellence in the mark of the CPAN and CAPA credential, perianesthesia nurses will seek it, managers will require it, employers will support it and the public will demand it.

Nature of ABPANC:    The American Board of Perianesthesia Nursing Certification, Inc. (ABPANC) is a 501(c)(6) not-for-profit corporation responsible for the development and implementation of the Certified Post Anesthesia Nurse (CPAN) and Certified Ambulatory Perianesthesia Nurse (CAPA) nursing certification programs.

These national professional certification programs are designed for registered nurses caring for patients who have experienced sedation, analgesia and anesthesia in a hospital or ambulatory care facility. ABPANC currently certifies more than 12,800 perianesthesia nurses who have earned the CPAN and/or CAPA credentials.

Position Summary:  The Director of Certification Services provides leadership and oversight focused on the design, development, administration, maintenance, and security of certification programs in a manner consistent with generally accepted psychometric principles, educational testing practices, and national accreditation standards for certification programs. This position will direct all aspects of strategic and operational management of the certification programs and ensure that the examinations of the ABPANC adhere to development timelines, budgets, and standards of excellence as set forth by accrediting agencies and the perianesthesia nurse profession.

Essential Duties and Responsibilities:

  1. Serve as primary lead to certifying committee, psychometric consultants, testing agencies, subject matter experts (SME), item writers, and accrediting bodies.
  2. Manage certification timelines and deliverables between ABPANC, psychometric consultants, administration vendors, and SMEs.
  3. Manage vendor relations and accountability, including examination development and publication, item banking, examination delivery, scoring and ongoing maintenance.
  4. Collaborate with psychometrician(s) to ensure the validity and legal defensibility of the examinations.
  5. Manage and mentor certification volunteers and SMEs.
  6. Review current certification policy and procedures on an ongoing basis. Identify needs for change, develop recommended modifications, and attain required approvals. Implement approved changes.
  7. Develop and review Request for Proposals (RFPs) for examination development, examination delivery, and other certification-related services.
  8. Ensure documentation and retention of all certification-related activities with vendor technical reports.
  9. Ensure ongoing quality assurance by monitoring and auditing candidate comments, testing irregularities, statistical feedback, disciplinary complaints, appeals, etc.
  10. Assess certification program strengths and weaknesses and create action plans to address deficiencies.
  11. Ensures APBANC’s exam development and administration programs adhere to the American Society of Perianesthesia Nurses (ASPAN) Clinical Practice Standards.
  12. Ensure compliance and contribute to documentation related to accreditation from the Accreditation Board for Specialty Nursing Certification (ABSNC), including filing annual reports and overseeing the 5-year reaccreditation process.
  13. Investigate dual accreditation for ABPANC’s certification programs (NCCA; ISO 17024/ANAB).
  14. Execute long-term strategic plans for ABPANC’s certification programs.
  15. Serve as staff liaison for examination committees, subcommittees, and panels.
  16. Stay current with industry trends related to credentialing and testing solutions.
  17. Perform credentialing research, as required.
  18. Ensure the future integrity of the certification programs by developing and initiating solutions that meet stakeholder’s needs and align with ABPANC’s strategic direction.
  19. Represent the ABPANC at industry conferences and meetings, as permitted.
  20. Other duties as assigned or needed.


Requirements

Required Qualifications:

  1. At least 10 years of overall professional experience; ideally 8-plus years of senior leadership experience in certification and/or licensure.
  2. Excellent understanding of certification processes under ABSNC or comparable standards.
  3. Strong leadership, project management, presentation, communication, and customer service expertise.
  4. A successful track record in setting priorities; sharp analytic, organization and problem-solving skills which support and enable sound decision making.
  5. Ability to manage multiple and competing projects simultaneously.
  6. Basic knowledge of statistics and statistical analytical concepts.
  7. Experience managing remote and diverse teams.
  8. Technical and business writing ability and verbal communicative competence.
  9. Excellent interpersonal skills with an ability to prioritize, negotiate, and work with a variety of internal and external stakeholders.
  10. Financial acumen to develop, monitor and analyze budgets.
  11. Ability to work independently and on own initiative.

Required Education/Experience:

  • Master’s degree preferred in education, assessment, or a related field.
  • Hands-on familiarity with AERA, APA, and NCME testing standards.
  • Hands-on familiarity with credentialing accreditation standards.

Recommended/Preferred:

  • Working knowledge of not-for-profits in the healthcare fields.
  • Experience working with volunteers and committees.
  • Testing-related experience and/or training.
  • 8-plus years of experience managing programs/accounts and developing client relations.
